Lee Vallender is the Director and Principal Consultant of Devol Legal Limited. With a career forged across both the public and private sectors, Lee brings a rare combination of legal rigour, strategic insight, and operational pragmatism to every engagement.

Called to the Bar and holding degrees from the University of Liverpool (LLB) and the University of Warwick (MPA), Lee spent nine years as Assistant Director at Deloitte UK LLP, where he led complex regulatory transformation and compliance programmes for public sector clients across the country.

Before founding Devol Legal, Lee held senior positions advising local authorities on markets regulation, licensing enforcement, and public sector reform — building a depth of specialist knowledge that few consultancies can match. His approach is straightforward: understand the problem, cut through the noise, and deliver solutions that work.
